Ukraine has taken a significant step on the global stage, securing representation in three key governing bodies of the World Intellectual Property Organization (WIPO) for the period from July 2025 to July 2027. This historic achievement opens new avenues for influencing global intellectual property standards, supporting creative industries, and advancing digital transformation. 🚀
Ukraine’s Historic Election to WIPO
During the 66th series of meetings of the WIPO Assemblies of Member States, Ukraine was elected to:
-
WIPO Coordination Committee;
-
Executive Committee of the Paris Union;
-
WIPO Program and Budget Committee.
This marks the first time Ukraine has been elected to both the Coordination Committee and the Program and Budget Committee. The delegation was represented by the Ministry of Economy of Ukraine, the Ukrainian National Office for Intellectual Property and Innovations (UKRNOIVI/IP Office), and Ukraine’s Permanent Representation to the UN Office and other international organizations in Geneva. 🇺🇦
Importance of Participation in WIPO Governing Bodies
Membership in these bodies enables Ukraine not only to represent its interests but also to actively shape global intellectual property standards.
“This is an opportunity to influence decisions that shape global rules. We come with a clear agenda – digitalization, protection against abuses, and support for creative industries,” said Oleksandr Tsybort, Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations, and Digitalization.
Olena Orliuk, Director of UKRNOIVI, added:
“Ukraine’s election to three WIPO governing bodies is the result of dedicated diplomatic and professional efforts, confirming Ukraine’s growing role in the global intellectual property system.”
Role of the WIPO Coordination Committee
The Coordination Committee advises the WIPO General Assembly, Conference, and Director General on administrative and financial matters. It plays a pivotal role in the election process of the WIPO Director General, set to begin in July 2025. The Committee also:
-
Nominates candidates for the Director General position;
-
Prepares the agenda for the General Assembly;
-
Provides recommendations on budgets for international agreements administered by WIPO.
Program and Budget Committee
This Committee is the primary platform for discussing WIPO’s financing and program implementation. Its recommendations are critical for the General Assembly’s budget approval. Ukraine’s participation in this body opens opportunities to promote national priorities within global programs.
Executive Committee of the Paris Union
This body ensures effective management of the Union for the Protection of Industrial Property. Its responsibilities include:
-
Preparing the agenda for the Union’s Assembly;
-
Formulating program and budget proposals;
-
Approving annual programs within the Union’s three-year program;
-
Reviewing reports and performing other functions under the Paris Convention.
“Membership in this body allows Ukraine to engage directly in strategic and budgetary planning within one of the most significant unions for industrial property protection,” commented Bohdan Paduchak, First Deputy Director of UKRNOIVI.
Why This Matters for Ukraine
Participation in WIPO’s governing bodies underscores Ukraine’s commitment to developing the global intellectual property system. It provides opportunities to:
-
Advance digital transformation in the IP sphere;
-
Protect national interests;
-
Support creative industries and innovation.
Ukraine’s role in WIPO will also strengthen its international standing, attract investment to the creative sector, and foster an innovation-driven economy. 💡
What’s Next?
Ukraine’s election to WIPO’s governing bodies is both a recognition of its contributions and a challenge. The country will now play an active role in shaping global IP standards, protecting intellectual property rights, and creating favorable conditions for innovation.
