The United States Trade Representative (USTR) has released its annual “Special 301 Report,” officially removing Uzbekistan from the Watch List for intellectual property protection. This marks a significant milestone for the country, which had been on the list for 24 years since 2000. 🚀
Why This Matters
The “Special 301 Report” is an annual review assessing the global state of intellectual property rights protection and enforcement. Conducted by the USTR since 1989 under the U.S. Trade Act, this year’s report evaluated over 100 trading partners. Twenty countries were placed on the Watch List, and seven on the Priority Watch List, indicating significant deficiencies in intellectual property rights protection.
Uzbekistan’s removal from the Watch List reflects its “sustained progress” in addressing long-standing intellectual property issues. 📈
Key Achievements of Uzbekistan
- Legislative Reforms: In February 2024, Uzbekistan amended its Customs Code, empowering customs authorities to suspend the import and export of counterfeit goods.
- Strategic Development: The country is implementing a 2022–2026 Intellectual Property Development Strategy to strengthen its legal framework.
- International Agreements: In 2019, Uzbekistan joined the World Intellectual Property Organization’s (WIPO) Performances and Phonograms Treaty and Copyright Treaty.
- Licensed Software Adoption: Since 2021, Uzbek government institutions have been transitioning to licensed software.
- Global Cooperation: Uzbekistan actively participates in the Intellectual Property Working Group under the U.S.-Central Asia Trade and Investment Framework Agreement (TIFA). 🤝
The USTR highlights Uzbekistan’s high-level political commitment to intellectual property issues. However, the U.S. will continue to monitor the implementation of the new customs amendments and efforts to combat counterfeit goods.
